此次竞赛意在从土地市值和功能的方面上扩建现在的公园,可以扩大面积,增加新功能。目前该露天公园被用作博物馆,用于保存传统文物,特定时间开放参观,部分重点区域限制访问。博物馆公园计划将兼具多重功能并传承文化价值,同时增加休闲娱乐的活动。地区升级能提高城镇的智能城市化发展,从而创建未来的景观设施枢纽,扩大城市观光区域。
以保护恢复Petrindu 和Cizer两个木教堂项目为重点,Nordic Urban Design Association起草总体相关规划,强调了城市发展的效用和本次竞赛作为一切起点所需要的努力。
Cluj County Council作为活动发起人同时也是场地拥有者享有最终竞赛成果。竞赛的主办机构是Architects’ Chamber of Romania。
参赛资格
在罗马尼亚或其他国家的私人建筑办事处,办事处团体,私人公司或其他有提供建筑服务资质的实体(设计公司)或个体/合资公司注册登记即可参赛。
参赛团队里至少要有一位Architects’ Chamber of Romania的成员或本人原籍相关组织的成员,持有建筑师资格证。私人或合资企业若要赢得奖项,须向发起人出示合法生效的设计服务合同。我们还会从推荐团队中招纳城市设计师、景观设计师、博物馆馆长/专家和城市发展专家为组员。

The reasoning behind this Competition is the opportunity of extending the current Park, in terms of capitalization of the territory and from a functional perspective as well. Thus, it would be possible to develop new areas intended to assume novel, modern functions related to the Open-Air Ethnographic Park, which at this moment works as a museum (cultural heritage objects located within premises reproducing the rural landscape specific to different areas, specific visiting hours, guided tours, restricted access to protected areas, preserved premises etc.).
The Museum Park will develop into a functional complex, where cultural values will be complemented by learning values, direct experimentation, recreational and leisure opportunities etc.
This upgrade of the area enhances the intelligent urban development of a valuable city neighbourhood, with a view to creating a future landscape facilities hub for the city, which will extend its sightseeing map.
The opportunity was emphasised throughout 2015 and 2016 within the Preservation – Restoration and capitalisation on the Petrindu and Cizer wooden churches project, following which the Nordic Urban Design Association specialists drafted a Master Content Plan related to this matter, highlighting not only the utility of this urban development, but also the need to organise a Solutions Competition to represent the starting point for the implementation of this endeavour.

ELIGIBILITY
The candidates can be organised as private architecture offices, groups of private architecture offices, private architecture firms, or any other legal persons qualified to provide architectural services, according to the national laws of their country of origin, or as legal entities (design firms) in Romania or other countries, whether individual or joint ventures. For joint ventures, the leader of each joint venture shall register the project in the Competition.
The candidates entering the Competition as legal entities shall have as associate or employee a qualified chartered architect, member of the Architects’ Chamber of Romania or of a similar organisation in his or her country of origin, legally practising and having the required qualification as architect, in compliance with the national legislation of his or her country of origin. The candidates, whether individually or as joint ventures, must have the legal capacity of concluding a design services contract in Romania, which will have to be proven to the Promoter, should they win the Competition.
It is recommended that other specialists are consulted and included in the team, such as: urban designers, landscape designers, museum curators (specialists in open-air museums), tourist management specialists, urban development specialists.
